The Novato Sanitary District (NSD) is a strong special district. It has an excellent Wastewater Treatment plant (WWTP) and has gone 10 years without a discharge violation. NSD recycles 40% of their dry weather flow, which is invaluable in a time of drought; the remaining 60% is used to irrigate fields during the summer months. There is an excellent solid waste recycling program. The NSD sewer rates are the second lowest in Marin County and the garbage rates are the lowest in the county.   I will use my 20 years’ experience in Wastewater Treatment to ensure that the District maintains its outstanding operational and financial performance.   There are three areas that would have my specific attention:   1.    NSD has an aging sewer piping system. It is critical that replacement of the piping continues on an expedited basis. Therefore, the scheduling for pipe replacement is important.
