The Novato Sanitary District (NSD) is a strong special district. It has an excellent Wastewater Treatment plant (WWTP) and has gone 10 years without a discharge violation. NSD recycles 40% of their dry weather flow, which is invaluable in a time of drought; the remaining 60% is used to irrigate fields during the summer months. There is an excellent solid waste recycling program. The NSD sewer rates are the second lowest in Marin County and the garbage rates are the lowest in the county.
 
I will use my 20 years’ experience in Wastewater Treatment to ensure that the District maintains its outstanding operational and financial performance.
 
There are three areas that would have my specific attention:
 
1.   NSD has an aging sewer piping system. It is critical that replacement of the piping continues on an expedited basis. Therefore, the scheduling for pipe replacement is important. Sufficient financial reserves must be established to support this task. In addition, the piping replacement should be scheduled to minimize the disruption of the affected neighborhoods. This piping replacement is also upgrading the sewer piping system to minimize the effects of sea level rise.
2.   NSD is a small district. As such, a number of operations and maintenance are subcontracted. This being the case, it is important that new or renewed contracts are reviewed and approved well in advance to prevent holdups and to ensure fiscal responsibilities.
3.   Although NSD recycles 40% of the flow, it is extremely important that we continue to increase the volume of water recycled through dialogue with the North Marin Water District, given the continuing drought situation.
 
I have the expertise needed to carry out these goals.

  • Commissioner and past chair on the Recreation, Cultural and Community Services Advisory Committee for Novato.
  • Member of the Northbay Science Discovery Day Committee.
  • Board member, HOA - Nopolo, Mexico-Water and Wastewater Committee.
  • Installed water treatment systems for charitable organizations in Africa and Guatemala.
